Created by Dr. Gero as an experiment, #16 was never meant to be activated. Unlike his counterparts, he was not based on a human model and is completely mechanical. The most powerful of the three androids, #16 only exists in the main DBZ timeline. Very nature loving and quiet, he rarely ever fights unless it is absolutely necessary.
